To start preparing the spiced green moong dal patties, soak the green moong dal and toor dal in warm water in a bowl for about 5 to 6 hours or overnight.
Once the dals have soaked well, drain the water and grind them into a coarse, thick mixture using as little water as possible.
Transfer the ground mixture to a mixing bowl.
Add finely chopped shallot, bell pepper, green chillies, freshly grated ginger, cumin powder, turmeric powder, and salt to the mixture.
Mix all the ingredients thoroughly, and allow the mixture to rest for about 10 minutes. this helps the flavors meld together.
