To begin making the steamed lentil carrot crumble, wash the toor dal and soak it for 30 minutes.
After 30 minutes, drain the water from the dal.
In a mixer jar, combine the soaked toor dal along with fennel seeds, fresh red chillies, and salt. grind them coarsely using a mixer grinder.
Transfer the ground dal mixture to a bowl.
