Begin by heating a tablespoon of ghee in a skillet over medium heat. roast the almonds and cashew nuts until they turn golden and crispy. remove from heat and set them aside.
In a saucepan, heat 1/2 cup of water and add the sugar. allow the sugar to melt completely, creating a hot sugar syrup. keep it aside.
In a heavy-bottomed pan or kadai, heat 1/4 cup of ghee. add the wheat flour and semolina (sooji). roast them in the ghee for about 5 to 6 minutes until you get a roasted aroma and the flour turns slightly darker in color, resembling coarse crumbs.
Now, add the cardamom powder and crumbled khoya. mix everything well and continue to cook the halwa for another 5 minutes.
Keep stirring the halwa continuously to prevent it from sticking to the bottom of the pan. as the halwa thickens, add the hot sugar water to it and keep stirring continuously.
