To prepare the fennel-infused broken wheat halwa, start by soaking the broken wheat in water for 30 minutes. drain and set aside.
In a heavy-bottomed pan, heat 1 tablespoon of ghee and fry the cashew nuts until they turn golden brown. remove them from the pan and keep aside.
In the same pan, add the remaining ghee and add the soaked broken wheat. saute the wheat on low heat until it becomes lightly colored. set it aside.
In the same pan, add water, fennel seeds, milk, and cardamom powder. bring the mixture to a boil.
Reduce the heat to low and slowly add the saute broken wheat while continuously stirring to avoid lumps.
