To begin making the tempered oats rava idli, first prepare the tempering/tadka that will be added to the idli batter.
Heat oil in a skillet over medium heat. add mustard seeds and let them splutter. then add chana dal and roast until it turns golden brown.
Add chopped green chilies, curry leaves, and asafoetida, and saut„© for a few seconds. turn off the flame and set the tempering aside to cool.
Dry roast the instant oatmeal in another pan over medium heat until it emits a roasted aroma and slightly changes in color. allow it to cool and then grind it to a powder. set aside.
In a large mixing bowl, combine the ground oats powder, semolina, grated carrots, chopped coriander leaves, and the prepared tempering.
