Heat 0.25 cup of ghee in a pan or kadai.
Add 1.5 cups of semolina (rava) to the pan and roast it on low heat until it turns golden brown and aromatic. keep stirring continuously to avoid burning.
Once the semolina is roasted, add 0.5 cup of grated coconut to the pan and mix well.
Continue to roast the mixture for a few more minutes until the coconut releases its aroma.
In a separate pan, combine 1.5 cups of sugar and 0.5 cup of water. heat the mixture until the sugar dissolves completely, creating a syrup-like consistency.
