Preheat the oven to 180c/356f. grease and line an 8-inch round baking tin.
In a bowl, combine the butter and jaggery powder. ensure the butter is at room temperature. cream together until pale and fluffy using a hand mixer or a stand mixer with a whisk attachment on high speed for about 3-4 minutes.
Add grated khoya and vanilla extract to the bowl. continue to beat on high speed until well combined, about 2 minutes. make sure there are no lumps.
Add milk and yogurt to the mixture and combine on low speed for about 2 minutes.
Add fine semolina (sooji) to the bowl and mix well. this helps the semolina to slightly swell up.
