In a large pan, melt the butter over medium heat. add the flour and cook for about 45 seconds, stirring constantly to form a roux.

Gradually add the milk to the pan while whisking continuously to prevent lumps from forming. bring the mixture to a boil, stirring constantly. once it boils, reduce the heat to low.

Stir in the garlic powder, salt, black pepper, grated parmesan cheese, and chopped parsley. if the sauce is too thick, you can add more milk to achieve the desired consistency.

Gently add the cooked baby potatoes to the sauce, ensuring they are fully coated. cook for an additional 2-3 minutes, allowing the flavors to meld together. remove from heat.
