To prepare the fish stuffing, add the fish fillets, quartered onions, crushed garlic cloves, bay leaves, crushed green cardamom, cinnamon stick, and a generous sprinkle of salt to a pressure cooker. add about a cup of water and pressure cook with one whistle. allow the pressure to release naturally.
Once cooled, carefully debone the fish fillets and mash the fish using a wooden masher or ladle. set aside.
Heat 1 tablespoon of oil in a pan. add chopped onions and garlic, and saut„© until they are close to caramelized.
Add the chopped green chillies and saut„© for a minute or two.
Add the mashed fish, tomato ketchup, salt, and sugar. cook on low heat, stirring occasionally, for 5-7 minutes or until well combined. set aside to cool until it reaches room temperature and can be handled easily.
