To prepare purple rice kheer, wash the black rice thoroughly and soak it in fresh water for 3-4 hours before cooking.
In a thick-bottomed pan, heat the milk and bring it to a boil. simmer the milk on medium-low heat until it starts to reduce and develop a light cream color.
Drain the soaked black rice and add it to the simmering milk. cook the rice in the milk on medium-low heat, stirring occasionally, until it is 90% cooked.
Continuously stir the kheer and scrape off the cream that forms on the sides of the pan. this will add to the creaminess of the kheer.
As the black rice cooks, the kheer will turn purple in color, thanks to the chak-hao/black rice.
