Heat ghee in a pan and add vermicelli (seviyan). fry the vermicelli until they turn golden in color. transfer them to a plate. in the same pan, add the mixed dry fruits and roast them lightly. set them aside.
In a separate pan, heat full cream milk over medium heat. bring the milk to a boil while stirring continuously. once the milk starts reducing, add sweetened condensed milk, cardamom powder, and saffron strands. stir well to combine the ingredients.
Reduce the heat to low and add the fried vermicelli, almonds, dried rose petals, and the roasted dry fruits to the pan. cover the pan with a lid and let the kheer simmer for 4-5 minutes, allowing the flavors to meld together.
Taste the kheer and add sugar if desired for additional sweetness.
Remove the pan from the heat and let the kheer cool down. once cooled, refrigerate the kheer for a few hours to serve it chilled.
