Gradually add water in small increments while kneading the mixture to form a soft and non-sticky dough.
Heat oil in a kadai or deep frying pan for frying the puris.
Pinch small portions of the dough and dust a rolling surface with some flour.
Roll out the dough portions into circles with a diameter of about 3 inches.
