In a mixing bowl, cream together the butter, brown sugar, and white sugar using a whisk or hand blender until light and fluffy. if using a stand mixer, use the paddle attachment and cream for about 3 minutes. add milk, instant coffee powder, and vanilla extract. whisk until well incorporated.
In a separate bowl, sieve together the all-purpose flour, baking soda, and salt. add this dry mixture to the butter mixture and beat until fully incorporated. fold in the chocolate chips.
Shape the dough into 1-inch size balls and chill in the refrigerator for 30 minutes. if the dough is soft, refrigerate for 30 minutes before scooping.
While the dough is chilling, preheat the oven to 170ÔøΩc (340ÔøΩf).
Place the chilled dough balls on a cookie sheet lined with parchment paper, leaving a few inches of space between each ball as they will spread while baking. bake for 12-15 minutes, or until the edges turn golden brown.
