Wash the green moong dal and soak it in slightly hot water for 3-4 hours.
Drain the soaked dal and transfer it to a mixer jar along with ginger and garlic cloves. grind into a smooth and thick paste without adding water.
In a mixing bowl, add the ground dal paste, grated bottle gourd, grated carrot, chopped green chilies, coriander leaves, turmeric powder, salt, garam masala, chaat masala, sugar, and oil. mix well.
Add semolina and besan (gram flour) to the mixture. mix until well combined.
Cover the batter and let it rest for 15 minutes.
