To prepare layered sweet chiroti, start by making the dough. in a wide bowl, combine all-purpose flour and 2 tablespoons of ghee. gradually knead the mixture, adding water as needed, until you have a stiff dough. alternatively, you can use a food processor to knead the dough.
The dough should have a firm and smooth consistency, similar to that of puri dough. cover the dough and set it aside for 15-20 minutes.
While the dough is resting, prepare the sugar syrup. in a pan, combine sugar and water. bring it to a boil.
Once the syrup starts boiling, reduce the heat to low and check the consistency. it should have a one-string consistency.
Add cardamom powder to the sugar syrup, stir, and then turn off the heat. set the sugar syrup aside.
