In a wide, heavy-bottomed pan, bring the milk to a boil over medium heat. stir occasionally to prevent it from sticking to the bottom of the pan.

Reduce the heat to low and continue simmering the milk, stirring occasionally, until it reduces to approximately half its original quantity. this process may take about 45 minutes to an hour.

Meanwhile, in a mortar and pestle, crush the cardamom pods to release the seeds. grind the seeds to a fine powder.

Soak the saffron strands in a tablespoon of warm milk and set aside.

In a separate bowl, crumble the paneer and knead it gently until it becomes smooth and pliable.
