To prepare the spiced creamy tea, in a saucepan, add water, and all the spices (star anise, green cardamom pods, cinnamon, cloves, and black pepper).
Allow this mixture to come to a boil and simmer for about 5 minutes to infuse the spices.
Add milk and fresh cream to the simmering spiced water. stir well and let it simmer for another 5 minutes.
Add the assam tea leaves to the saucepan and continue simmering for an additional 3 minutes.
Just before serving, strain the tea into a cup.
