To begin making water chestnut flour sheera, heat water and sugar in a saucepan, stirring continuously until the sugar dissolves.
Turn the heat to low and keep the sugar water warm while preparing the wheat flour mixture.
In a heavy-bottomed pan, melt 1 tablespoon of ghee over medium heat. add the water chestnut flour and roast it on medium heat.
Continue to roast until the mixture releases a roasted aroma and changes color to a golden brown; this process will take about five minutes. keep stirring continuously to avoid burning.
The mixture will start to resemble coarse crumbles.
