Bring a large pot of salted water to a boil. add the penne pasta and cook according to the package instructions until al dente. drain the cooked pasta and set aside.
In a large skillet, melt the butter over medium heat. add minced garlic and saute until fragrant.
Add the broccoli florets, sliced carrots, and chopped green onions to the skillet. cook for about 3 minutes, stirring occasionally.
Cover the skillet and let the vegetables cook for an additional 2 minutes, or until they are slightly tender.
Add the cooked penne pasta to the skillet and toss it with the vegetables.
